On 6 November 2023, the EU Scientific Committee on Consumer Safety (SCCS) issued its final safety opinion (SCCS/1657/23) on water-soluble zinc salts for use in oral hygiene products. Preliminary comments on water-soluble zinc salts for use in oral hygiene products were issued on July 4, 2023.

The final conclusions are as follows:

SCCS calculated the total exposure to water-soluble zinc salts at a concentration of 1% in toothpaste and in the diet and concluded that zinc is safe to use in toothpaste, except in children under 1 year of age, where the intake exceeds the upper limit level.

For children aged six months to one year, SCCS recommends using a concentration of no more than 0.72 per cent of soluble zinc salts such as zinc in toothpaste.

At the same time, 0.1% zinc in mouthwash is safe for users over the age of six.
